Getting Started - A Clean Slate

Throwing away the preferences allows you to select and initial workspace:
If you will primarily be dragging clips from the Project window to the Timeline, select the A/B Editing workspace. If you will be using more advanced editing techniques such as three- or four-point editing, select the Single-Track Editing workspace.

Project Settings/Presets Items to Consider

When you open Premiere for the first time, or, if you throw away the preferences file in an attempt to fix a problem you will be asked to select project settings.

-Audio
-Compressor
-Frame Size
-Frame Rate
-Consider Custom Pre-sets for Offline Files

For best performance, Capture, Project and Clip settings should be the same
Select Menu Project > Settings Viewer for quick comparison of all your settings
