Was this created as a scholarly resource, or for the general public? Is its purpose stated, or must one guess?
Usefulness:
Is the content of the site useful for teaching? for research? Does the site's design affect its usefulness?
Other concerns:
Is it current? (Is that important for the material being treated?) Is it stable?
